Insurance policies are important financial documents, but managing multiple policies in paper form can be inconvenient. Policyholders may find it difficult to store documents safely, retrieve policy details, or update information when required. An insurance repository addresses these challenges by maintaining insurance policies in electronic form.
For businesses planning to operate an insurance repository, insurance repository registration is a key regulatory requirement. The Insurance Regulatory and Development Authority of India (IRDAI) oversees this framework and sets the conditions for eligible entities to provide repository services.
Enterslice helps businesses understand regulatory requirements, prepare documentation, and navigate licensing procedures. This guide explains the eligibility criteria, registration process, documents, fees, and compliance responsibilities associated with an Insurance Repository License in India.
Insurance repository registration is the regulatory approval required for an eligible entity to maintain insurance policy records electronically on behalf of insurers. The system enables policyholders to hold multiple electronic insurance policies through an electronic insurance account, commonly known as an e-Insurance Account (eIA).
According to IRDAI, the repository system was introduced in 2011 to improve efficiency, transparency, and convenience in insurance policy issuance and servicing.
An insurance repository is not an insurance company or an insurance-selling intermediary. Its primary function is to maintain electronic policy records and facilitate policy servicing in accordance with applicable regulatory requirements.
The insurance repository system supports the digital management of insurance policies in several ways.
Electronic records reduce dependence on physical documents and help policyholders access their policies when needed.
Policyholders can maintain eligible policies in a consolidated electronic account, making it easier to retrieve information and submit service requests.
Electronic records help reduce paperwork and administrative errors while improving the accessibility of policy information.
The repository framework supports requests involving policy details, modifications, and other permitted servicing activities.
An applicant must meet the eligibility conditions prescribed by IRDAI before applying for registration. The authority's published guidelines identify specific eligible categories of entities.
These include:
A public limited company incorporated under the Companies Act, 2013, meeting the applicable capital requirements.
A public financial institution as defined under the relevant provisions of company law.
A wholly owned subsidiary of a depository registered with the Securities and Exchange Board of India (SEBI) under the applicable depository framework.
Applicants must also demonstrate their ability to operate the repository securely and reliably.
Key areas of assessment may include:
Financial capacity and applicable capital requirements.
Suitable management, governance, and internal controls.
Appropriate information technology infrastructure.
Data protection, cybersecurity, and business continuity arrangements.
Operational readiness to maintain electronic policy records.
Compliance with applicable IRDAI directions and conditions.
The precise eligibility conditions should be verified against the current regulatory framework before an application is prepared.
Documentation is an important part of the application process. The applicant should prepare a complete set of corporate, financial, operational, and technical records.
Commonly relevant documents include:
Certificate of incorporation and corporate registration details.
Memorandum of Association and Articles of Association.
Details of directors, promoters, shareholders, and key managerial personnel.
Financial statements and applicable net-worth or capital documents.
Business plan outlining the proposed repository operations.
Details of the technology platform and data management systems.
Information security, cybersecurity, and disaster recovery policies.
Details of governance, internal controls, and compliance arrangements.
Proposed operational procedures for electronic policy servicing.
Duly completed application form and prescribed fee documentation.
IRDAI may request additional information, declarations, or clarifications depending on the application and the applicable requirements. Therefore, applicants should confirm the latest checklist before filing.
The registration process involves regulatory scrutiny and an assessment of the applicant's eligibility and operational capabilities.
Determine whether the proposed entity falls within a category eligible to apply. Review the applicable capital, governance, management, and infrastructure requirements.
Develop a business plan explaining the proposed services, technology infrastructure, operating model, information security arrangements, and internal controls.
Prepare the corporate records, financial information, technical documentation, and supporting declarations required by IRDAI.
Where applications are invited or accepted under the applicable framework, submit the prescribed application and supporting documents in the required format. IRDAI's published guidelines refer to Form Insurance Repository-1 (IR-1).
IRDAI may examine the application and request further information, explanations, or personal representation. The applicant should respond accurately and within the specified timelines.
If in-principle approval is granted, the applicant must fulfil the conditions communicated by the authority. These may involve additional compliance submissions and verification of operational readiness.
The applicant must obtain the required certificate of registration before acting as an insurance repository. It should begin operations only after satisfying the applicable regulatory conditions.
The cost of insurance repository registration depends on the prescribed regulatory fees and the resources required to establish a compliant operation.
IRDAI's published guidelines specify a non-refundable processing fee of ₹10,000 for the application under the referenced framework. However, applicants should verify whether this amount and the relevant payment procedure remain applicable to the current application route.
The overall cost may also include:
Company formation and professional advisory expenses, where applicable.
Technology infrastructure and secure data storage.
Cybersecurity assessments and system testing.
Legal documentation and compliance preparation.
Ongoing audit, governance, and operational expenses.
Insurance Repository Registration Fees should therefore be assessed separately from the total investment needed to establish and operate the business. The fee for opening an individual e-Insurance Account is a separate matter; IRDAI states that this account is available free of charge to applicants.
A properly authorised insurance repository contributes to the digital development of India's insurance sector.
Better policyholder experience: Electronic access makes it easier to retrieve policy information without searching through physical files.
Reduced paperwork: Digital policy management can reduce document storage and administrative requirements.
Improved record management: Consolidated electronic records support more organised policy administration.
Greater operational efficiency: Digital processes can simplify permitted servicing activities and communication between insurers and repositories.
Stronger governance: A structured compliance and security framework supports the responsible handling of policyholder information.
It is important to remember that an insurance repository cannot sell or solicit insurance policies merely because it holds repository registration. Its activities must remain within the scope of its regulatory authorisation.
Registration is only the beginning of an insurance repository's regulatory responsibilities. The entity must continue to meet applicable IRDAI requirements throughout its operations.
Key responsibilities include maintaining accurate electronic records, protecting confidential policyholder information, implementing appropriate cybersecurity measures, maintaining business continuity arrangements, and establishing effective internal controls.
The repository should also maintain required books and records, address policyholder service requests and grievances appropriately, and fulfil applicable reporting, audit, and regulatory obligations.
Periodic reviews of technology systems and compliance procedures can help identify gaps before they become serious operational or regulatory issues.
Obtaining an Insurance Repository License requires careful preparation, regulatory understanding, and an appropriate operational framework. Enterslice assists businesses in understanding eligibility conditions, organising application documents, reviewing compliance requirements, and navigating regulatory procedures.
Professional support can help applicants identify documentation gaps, prepare for regulatory queries, and develop a structured approach to compliance. The exact scope of assistance depends on the applicant's requirements and the applicable regulatory framework.

Eligible entities include qualifying public limited companies, specified public financial institutions, and wholly owned subsidiaries of eligible SEBI-registered depositories, subject to current regulatory conditions.
IRDAI's published guidelines refer to a non-refundable processing fee of ₹10,000. Applicants should confirm the currently applicable fee and procedure with IRDAI before filing.

Insurance repository registration supports the secure and organised electronic management of insurance policies in India. However, applicants must satisfy the applicable eligibility conditions, prepare appropriate documentation, establish suitable technology and security systems, and obtain regulatory authorisation before commencing operations.
Businesses planning to enter this segment should verify the latest IRDAI requirements rather than relying solely on older fee schedules or registration guidance. Enterslice can help applicants understand the regulatory process and prepare for the compliance obligations associated with an insurance repository.
